CNEWS | NORTH SUMATRA, INDONESIA — Indonesian National Police Chief General Listyo Sigit Prabowo has ordered a major personnel reshuffle within the North Sumatra Regional Police, replacing six Police Chiefs across several jurisdictions in the province.
The changes were formalized through National Police Telegram Letter No. ST/1878/VIII/KEP./2026, dated August 30, 2026, concerning dismissals and appointments within the Indonesian National Police.
The reshuffle affects the Police Chief positions in Sibolga, Tebing Tinggi, Nias, Serdang Bedagai, Pematangsiantar, and Simalungun.
Head of Public Relations of the North Sumatra Regional Police, Senior Commissioner Ferry Walintukan, confirmed the personnel changes. According to him, transfers and appointments are part of the National Police's organizational mechanism for institutional renewal, regeneration, career development, and improving operational performance.
SIX POLICE CHIEFS REPLACED
The following is the complete list of the six Police Chief rotations in the North Sumatra Regional Police:
1. Sibolga Police
AKBP Eddy Inganta has been transferred from his position as Sibolga Police Chief to serve as Deputy Director of Narcotics at the North Sumatra Regional Police.
He is replaced by AKBP Budi Prasetyo, previously serving as Head of Sub-Directorate 1 of the Criminal Investigation Directorate at the North Sumatra Regional Police.
2. Tebing Tinggi Police
AKBP Rina Frillya has been transferred to serve as Inspector of Internal Supervision at the North Sumatra Regional Police.
Her position as Tebing Tinggi Police Chief will be assumed by AKBP Hotmartua Ambarita, previously Head of Sub-Directorate 3 of the Cyber Crime Directorate at the West Java Regional Police.
3. Nias Police
AKBP Agung Suprapto Dwi Cahyono has been transferred to the National Police's Human Resources Division, taking up a position as Head of the Psychology Sub-Section within the Personnel Psychology Bureau of SSDM Polri.
He will be replaced by AKBP Ponzi Indra, previously Head of Sub-Directorate 2 of the Cyber Crime Directorate at the Central Java Regional Police.
4. Serdang Bedagai Police
AKBP Jhon Hery Rakutta Sitepu has been transferred to serve as Deputy Director of Water Police at the North Sumatra Regional Police.
His successor is AKBP Sah Udur Togi Marito Sitinjak, who previously served as Chief of the Pematangsiantar Police.
The appointment of Sah Udur Togi Marito Sitinjak places a new leadership figure at the helm of the Serdang Bedagai Police, a jurisdiction with significant challenges in maintaining public security, combating criminal activity, and ensuring effective public services.
5. Pematangsiantar Police
AKBP Sah Udur Togi Marito Sitinjak, who previously led the Pematangsiantar Police, has been transferred to become Chief of the Serdang Bedagai Police.
He will be replaced by AKBP Dhana Noer Kurniawan, previously Head of the Operations Division of the Medan Metropolitan Police.
6. Simalungun Police
AKBP Marganda Aritonang has been transferred to serve as Deputy Director of Samapta at the North Sumatra Regional Police.
His successor as Simalungun Police Chief is AKBP Dr. Hendri Nupia Dinka, previously Head of the Law Enforcement Sub-Directorate at the Water Police Directorate.
LEADERSHIP ROTATION SEEN AS PART OF POLICE REGENERATION
The North Sumatra Police Public Relations Division emphasized that personnel rotations are a normal part of the institutional development of the National Police.
The newly appointed Police Chiefs are expected to immediately adapt to their respective jurisdictions and continue implementing the National Police Chief's priority programs.
Among the key priorities are strengthening the fight against narcotics trafficking, maintaining public security and public order, improving law enforcement, and delivering better public services to communities.
The reshuffle also reflects the National Police's continuing effort to place officers with different operational backgrounds in strategic territorial positions.
For communities in the six affected jurisdictions, the changes will be closely watched, particularly in terms of the new Police Chiefs' ability to respond to local security challenges, strengthen public confidence, and ensure that law enforcement is carried out professionally, transparently, and accountably.
SERDANG BEDAGAI NOW UNDER NEW POLICE LEADERSHIP
One of the most notable changes is the transfer of AKBP Sah Udur Togi Marito Sitinjak from Pematangsiantar to Serdang Bedagai.
His appointment follows the transfer of AKBP Jhon Hery Rakutta Sitepu to the North Sumatra Regional Police's Water Police Directorate.
The transition is expected to bring renewed leadership and operational priorities to the Serdang Bedagai Police.
The public will ultimately measure the effectiveness of the new leadership not merely through personnel changes, but through concrete results: crime prevention, narcotics eradication, public order, responsive policing, professional investigations, and improved police-community relations.
